 VI. BYLAWS

 

 


ARTICLE I: MEMBERSHIP

SECTION 1: GENERAL

This is a sovereign and democratic Baptist church. The membership retains unto itself the right of exclusive self-government in all phases of the spiritual and temporal life of this church.

The membership reserves the exclusive right to determine who shall be members of the church and the conditions of such membership.

The membership of this church shall be all whose names duly inscribed on the church rolls as maintained by the church clerk.

Normally, members must be present to vote. Exceptions shall be made on major issues, such as calling a pastor, or his continuance, or a building program, or any large financial transaction. (See Appendix # 15: Policy for Absentee Voting, page 44).

SECTION 2: CANDIDACY

Any person may offer himself as a candidate for membership in this church. Each candidate shall be presented to the church at any regular business meeting for membership in any of the following ways:

a). By profession of faith and for baptism according to policies of this church.

b). By promise of a letter from a Baptist church of like faith and order.

c). By statement of prior conversion experience and New Testament baptism by immersion following his conversion and upon the recommendation of the pastor and deacons.

Should there be any dissent regarding a candidate, such dissent shall be referred to the pastor and the deacons for investigation. Their recommendation shall be brought to the church within thirty (30) days. A vote of ninety percent (90%) of members present and voting shall be required to elect such candidate to membership.

SECTION 3: INACTIVE MEMBER

Any member who has not attended the church or supported it for six (6) months, shall not be recognized as a voting member. Exceptions shall be made for sick and shut-ins or those assigned elsewhere in the service of the Lord. Active status as a voting member may be reinstated only after attending and supporting the church at least once, with eligibility to vote being restored after one (1) business meeting has elapsed.

SECTION 4: TERMINATION OF MEMBERSHIP

Membership shall be terminated by death; letter of transfer to another Baptist church; deletion upon becoming affiliated with a church of another denomination; dismissal by action of the church; and in such other ways as this church may determine.

Should a member become an offense to the church and to its good name by reason of immoral or unchristian conduct, or by persistent breach of his covenant vows, or by non-support of the church, the church may terminate his membership, but only after due notice and hearing, and after faithful efforts have been made by the pastor and deacons to bring such member to repentance and amendment. (See Article 8: Discipline, page 28).

Should a member continually not support the church for a period of two (2) years, instead of termination of membership, his name may be added to the inactive list.

SECTION 5: RESTORATION

Any person whose membership is terminated for any offense may be restored by vote of the church upon evidence of his repentance. Any person whose name is placed on the inactive list due to continued absence, may be reinstated upon satisfactory explanation.

  


ARTICLE 2: CHURCH OFFICERS

 

 

 

SECTION I A: PASTOR

Reference: Acts 20:28; I Peter 5:1 - 7; Ephesians 4:11

A pastor shall be chosen and called by the church whenever a vacancy occurs. His election shall take place at a meeting called for that purpose, of which at least two (2) weeks’ previous notice shall be given.

A Pastor Search Committee shall be elected by the church to seek out a suitable pastor. (See Article 3, Section 20: Pastoral and/or Ministerial Staff Search Committee, page 22). Their recommendation will constitute a nomination. The committee shall bring to the consideration of the church only one man at a time to be voted on by secret ballot. An affirmative vote shall consist of three-fourths of those voting. The same notice and percentage of vote shall be necessary for the termination of his services.

Qualifications for the pastor selected shall meet the qualifications of I Timothy 3: 1 - 7. He shall not be divorced and remarried or married to a divorced woman. He shall be in charge of the welfare and oversight of the church. All provisions of the Personnel Policy shall apply. The pastor, thus elected, shall serve until the relationship is terminated. (See Appendix # 1: Covenant for Pastor/Church Relationship, page 32).

 

 

SECTION 1 B: OTHER MINISTERIAL STAFF

Additional ministerial staff may be chosen and called by the church whenever the need arises. This may include an Associate Pastor, Youth Minister, Minister of Music, or other such positions.

A Ministerial Search Committee shall be elected by the church to seek out a suitable candidate. (See Article 3, Section 20: Pastoral and/or Ministerial Staff Search Committee, page 22). The Search Committee shall provide a basic job description and list the major duties and responsibilities. Their recommendation to the church will constitute a nomination. The committee shall bring to the church for consideration only one person at a time to be voted on by secret ballot. An affirmative vote shall consist of three-fourths (3/4) of those voting. The same notice and percentage of votes shall be necessary for the termination of his services.

Any candidate for a ministerial staff position shall be a Christian ascribing to the Articles of Faith of this church and be adequately trained. Any associate pastor shall be ordained to full time ministry and meet the qualification of I Timothy 3:1-7. He shall not be divorced and remarried or married to a divorced woman. The same spirit of cooperation and respect shall be followed as set forth in Appendix #1: Covenant for Pastor/Church Relationship, page 32.

The ministerial staff shall serve under the senior pastor's supervision and all provisions of the Personnel Policy shall apply.

 

SECTION 2: DEACONS

A. Qualifications, Number, Election, and Terms of Service.

Reference: Acts 6:1-7; I Timothy 3.

1). Qualifications: The deacons shall meet the qualifications of I Timothy 3: 8 - 15.

(See Appendix #2: Qualifications for Deacons, page 34).

2). Number: There may be twelve deacons for the first two hundred families whose names are on the church roll, and one additional deacon for each additional fifteen families.

3). Election: Recommendations for deacons shall be made by the deacon body and the pastor with the consent of each man nominated, and presented to the church at a business meeting. Upon election, each newly elected deacon shall be ordained by the church unless he has been ordained by another Baptist church of like faith and order. There is no obligation to constitute as deacon a brother who comes to the church from another church where he has served as Deacon.

4). Terms of Service: All deacons shall serve three (3) year terms. In case of death, removal, or incapacity to serve, the church may elect to fill the unexpired term After serving a term of three (3) years, no deacon shall be eligible for reelection until the lapse of at least one (1) year. However, in the event that the number of deacons cannot be filled by men who qualify, the required one (1) year period of inactivity may be waived.

B. Organization

1). The deacon body shall strive to support the pastor(s) as they carry out the various ministries and needs of the church body. Separate Ministry Teams shall be formed to: a) visit with prospective new members, b) address needs of benevolence and bereavement, c) visit seniors and shut-ins, d) visit members in hospitals and nursing homes, e) visit new members (for first six (6) months), and f) address specific needs and requests of the ministerial staff. Each team shall endeavor to conduct a spiritual program of outreach and ministry for its particular area. Other ministry teams may be formed as specific needs arise.

2). The deacon body shall elect a chairman, a vice-chairman and a secretary among themselves, and shall meet regularly at designated times.

C. Duties

1). The primary duty of the deacons, as is in accordance with the meaning of the Word and practice of the New Testament, shall be one of servants of the church.

2). They shall be zealous to guard the unity of the spirit within the church in the bond of peace.

3). They shall serve as a council of advice, and counsel with the pastor in all matters pertaining to the welfare and work of the church. With the pastor, they shall consider and formulate plans for the constant effort and progress of the church in all things pertaining to the saving of souls, the development of Christians, and the extension and growth of the Kingdom of God.

4). By proper organization and method among themselves, they shall establish and maintain personal fraternal relations with, and inspiring oversight of, all the membership of the church. Especially shall they seek to know the physical needs and the moral and spiritual struggles of the brethren and sisters, and to serve the whole church in relieving, encouraging and developing all who are in need.

5). In counsel with the pastor, and by such methods as the Holy Spirit may direct in accordance with the New Testament teachings, they shall have oversight of the discipline of the church. They shall be guided always by the principles set forth in Matthew 18:15-17; I Corinthians 5:9-13; I Thessalonians 5:12-14. The deacons shall be free to call upon any member of the church to aid in disciplinary action.

6). Each deacon shall freely confer with the pastor about all matters and cases of discipline which, in his judgment, would be most wisely and spiritually handled in private.

SECTION 3: MODERATOR

The moderator shall be nominated and elected by the church annually. In his absence the clerk shall call the church to order and a moderator pro-tem shall be elected.

SECTION 4: TRUSTEES

At least five (5) trustees shall be elected or reappointed by the church annually to hold in trust the property of the church. The nominees shall be selected by the Church Council. They shall have the actual legal care of all church facilities, but shall have no power to buy, sell, mortgage, lease or transfer any property without a specific vote of the church authorizing such action. They shall have charge of the cemetery and have power to sell lots. (See Appendix #6: Policies for Cemetery, page 36). They shall not be held responsible personally for any obligations of the church, but only shall act in behalf of the church as the church directs. The trustees may conduct an audit when determined to be necessary.

 

SECTION 5: CHURCH COUNCIL

 

A. The Church Council shall consist of: Senior Pastor, Ministerial Staff Members, Church Administrator, Deacon Chairman, Trustee Chairperson, Church Secretary, Clerk, Child Care Coordinator, Building and Grounds Coordinator, Men’s Ministry Coordinator, Petsworthies Coordinator, Puppet Ministry Coordinator, Recreation Coordinator, Women's Ministry Coordinator, Fellowship Committee Chairperson, Finance Committee Chairperson, Missions committee Chairperson, Music Committee Chairperson, Nominating Committee Chairperson, Pastoral and/or Ministerial Staff Search Committee Chairperson, Personnel Committee Chairperson, Van Committee Chairperson, Youth Support Committee Chairperson, Awana Commander, Children’s Church Director, Preschool Board representative, Sunday School Director, and any additional members that the church may choose to serve on the council. If a committee chairperson cannot attend a meeting, the vice-chairperson should attend in his/her absence. The chairperson of the council shall be elected by the council.

B. The council shall meet monthly or quarterly, as required, or on call of the chairperson at any time deemed necessary.

C. The primary functions of the council shall consist of the following:

1). Recommend to the congregation suggested objectives and church goals.

2). Review and coordinate program plans recommended by church officers, organizations and committees.

3). Evaluate program achievements in terms of church goals and objectives.

4). Establish the church business meeting quorum. (See Article 6, Section 6: Business Meeting Quorum, page 27).

D. All matters agreed upon by the council, calling for action not already provided for, shall be referred to the church for approval or disapproval.

SECTION 6: CHURCH SUPPORT STAFF

The Personnel Committee shall recommend employees for the support staff to the church for approval, and may include the secretary, church administrator, treasurer/CPA, and custodian. Once authorized by the church, the employees shall serve under the direction of the pastor and/or the appropriate leadership of the church as set forth in the Personnel Policy. Employees shall maintain a strong Christian testimony, accept the Articles of Faith of this church, and maintain an upright moral life as outlined in the Bible as understood by the church. Only those employees who are members of this church must adhere to the Articles of Faith.

The principal functions and responsibilities as stated in the Personnel Policy shall apply.

SECTION 7: ASSISTANT TREASURER

The assistant treasurer shall be nominated and elected by the church annually and shall assist the treasurer as needed and shall serve as the recorder of all contributions. All contributions shall be held in strict confidence. No person shall be allowed to see a statement of contributions except the donor. The assistant treasurer shall send out a year-end statement to each donor.

SECTION 8: CLERK AND ASSISTANT CLERK

The clerk and the assistant clerk shall be nominated and elected by the church annually. The clerk shall be responsible for the following: 1) give legal notice of all business meetings where such notice is required as per these bylaws; 2) record the minutes of all church business meetings, retain a copy on file, and provide the church secretary a copy within five (5) working days to expedite required action; 3) preserve all communication, written reports, or other official matters covered at church business meetings; 4) keep a register of the names of members, with dates of admission, dismission, or death, together with a record of baptisms; 5) issue letters of dismission voted by the church and preserve on file all communications relative to letters of dismission.

The assistant clerk shall assist the clerk as needed, including recording the minutes of any church business meeting in the absence of the clerk.

SECTION 9: COORDINATORS

Coordinators shall be nominated and elected by the church annually, unless otherwise noted. They shall oversee the general operations of the following ministry areas: Building and Grounds, Child Care, Food Closet, Helping Hands, Men’s Ministry, Petsworthies, Prayer Chain, Puppet Ministry, Recreation, Women’s Ministry, or any other ministry areas the church may choose. Qualifications shall be as those listed in Article 4, Section 1, page 24, and Appendix #3, page 35. The primary responsibility of each coordinator is as listed below:

Building and Grounds - Work with the Building and Grounds Committee and the church administrator to oversee all church buildings, the grounds, and the parsonage.

Child Care - Coordinate workers for the nursery for all services and special events. A list of workers shall be given to the church office a month in advance to be placed in the “Vision” and bulletin.

Food Closet - Coordinate the operation of the food closet. ( See Appendix #7, page 37).

Helping Hands - Coordinate the ministry of helping those in need of a meal, or other special helps.

Men’s Ministry - Coordinate a mission ministry for men.

Petsworthies - Coordinate a ministry for the senior adults. Leaders of the Pets-worthies shall be selected by the group and submitted to the church for approval and shall serve for one (1) year. The leaders shall be members of Petsworth Baptist Church.

Prayer Chain - Coordinate a telephone ministry for special prayer needs. (See Appendix #14, page 43).

Puppet Ministry - Coordinate a puppet ministry.

Recreation - Coordinate a church wide recreational program.

Women’s Ministry - Coordinate a mission ministry for women.

SECTION 10: MUSIC MINISTRY LEADERS AND ASSISTANTS (AS NEEDED)

Music Ministry leaders and their assistants shall be nominated and elected by the church annually. They shall oversee the music ministry of the church. The following positions may be included: Music Maker’s Director, Melody Maker’s Director, Jr. Hi Choir Director, Youth Choir Director, Adult Choir Director, Organists, Pianists, and any other position the church may choose. Qualifications shall be as those listed in Article 4, Section l, page 24 and Appendix #3, page 35.


ARTICLE 3: CHURCH COMMITTEES

SECTION 1: GENERAL

All church committee members shall be selected by the nominating committee and elected by the church for a one (1) year term, unless otherwise indicated herein. Within thirty (30) days following election, committees may meet to select a chairperson, review the section(s) of the constitution and bylaws and policies pertinent to the committee’s work, and consider objectives for the coming year. They shall submit budget requests to the Finance Committee in a timely manner and abide by the Finance Committee directions regarding all budget overruns. (See Article 3, Section 11, page 20). All discussion within a committee shall be treated as confidential. Each committee shall determine the number of members required to make a quorum. Final action by a committee where appropriate, shall be reported to the church by the chairperson or the designee.

The pastor and church administrator are ex-officio members of all church committees except the Finance Committee and the Personnel Committee. The pastor's role is primarily that of an advisor and spiritual leader. The church administrator's role is to serve as a facilitator and to coordinate committee activities and communications as necessary. They shall be accorded the right to speak and present recommendations, but may not make motions nor cast votes. They may also be appointed to serve on any subcommittee. They have no obligation to attend all committee meetings, nor shall they be counted in the quorum. The pastor may designate any member of the ministerial staff to serve as an ex-officio member.

SECTION 2: AUDIO/VIDEO (A/V) COMMITTEE

This committee shall consist of at least four (4) people nominated and elected by the church annually. They shall provide prospective nominees to the Nominating Committee for approval by the church. They shall provide audio/video (A/V) support as needed for all church services and programs. They shall meet as needed to assign committee members to scheduled services and programs requiring A/V support based on the Church Events Calendar provided to them by the church administrator. All A/V support shall be made through the church administrator and put on the Church Events Calendar. Each Sunday morning worship service shall be recorded and submitted to the church office for distribution. The A/V Committee is responsible for maintaining the church's existing audio and video equipment, assessing the church's future A/V needs, and providing recommendations on how to best meet those needs through the repair, purchase, and utilization of audio and video equipment.

SECTION 3: BAPTISMAL COMMITTEE

This committee, nominated and elected by the church annually, shall assist the pastor in the preparation for the Ordinance of Baptism by maintaining the baptismal supplies, preparing and maintaining the baptismal pool, and assisting candidates in their preparation for the ordinance.

SECTION 4: BUILDING COMMITTEE

Any ad hoc Building Committee required shall be nominated and elected by the church to carry out the instructions of the church in building or enlargement of the facilities. This is not a standing committee and shall be elected for a specific project.

SECTION 5: BUILDING AND GROUNDS COMMITTEE

This committee, nominated and elected by the church annually, shall consist of at least four members. While working together as a committee, under the direction of the Building and Grounds Coordinator, they shall be responsible for overseeing all church buildings, grounds, and the parsonage. This committee shall perform regular inspections of all church property to seek to discover mechanical and structural faults, to repair them properly, and make recommendations to the church concerning major repairs and improvements. The expenses of repair shall be funded in the church budget. The custodian shall work under the supervision of this committee.

SECTION 6: CEMETERY COMMITTEE

The Cemetery Committee shall consist of the trustees of the church. The committee shall be governed by the regulations of the church, relating to the cemetery as they are adopted periodically. For cemetery regulations, see Appendix #6, page 36. Also see Article 2, Section 4, page 15.

SECTION 7: COMPUTER/COMMUNICATIONS (C/C) COMMITTEE

This committee shall consist of at least four (4) people nominated and elected by the church annually. They shall provide prospective nominees to the Nominating Committee for approval by the church. They shall review and provide recommendations for computer and communications equipment for the church office and staff as needed, including identification of computers and associated hardware/software, system upgrades, internet connections and support requirements, and telephones. The C/C Committee is responsible for maintaining the church's existing computer and communications equipment including computer hardware technical support and maintenance, assessing the church's future needs, and providing recommendations on how best to meet those needs through the repair, purchase, and utilization of computers, printers, telephones and telephone lines, etc. They shall see to the appropriate disposal/disposition of all unneeded hardware. They shall provide for and maintain the church's website with up-to-date information from the church administrator or designee. They shall provide reviews of equipment, software, and telephone/internet support to the church administrator on a yearly basis as a minimum.

SECTION 8: CONSTITUTION AND BYLAWS COMMITTEE

This committee, nominated and elected by the church annually, shall consist of at least four (4) persons. The committee shall check all proposed changes to the Constitution and Bylaws prior to presentation to the church for action. They shall check for proper verbiage, punctuation, clarity, and any conflict with other articles of the constitution and bylaws.

All amendments to the constitution and bylaws shall be accomplished in accordance with Article 9, page 29.

SECTION 9: COUNTING COMMITTEE

This committee, nominated and elected by the church annually, shall consist of at least six (6) persons to compose two or more teams. The teams shall rotate weekly. Responsibilities include counting Sunday contributions, making bank deposits, and handling bookkeeping procedures as outlined by the treasurer/assistant treasurer.

Any member who is unable to serve a certain time, shall contact the team leader. Any substitute shall be a member of the other team, or one who has previously served on the counting committee. Strict confidence shall be maintained by each member.

SECTION 10: FELLOWSHIP COMMITTEE

This committee shall consist of the chairperson of the Kitchen Committee and at least four (4) additional members nominated and elected by the church annually. They shall meet as deemed advisable. They shall recommend to the church council special events and activities designed to promote the overall spiritual goals of the church. They shall work with the pastor and the church council in achieving church goals. Hospitality for revivals and other special occasions shall be the responsibility of this committee.

SECTION 11: FINANCE COMMITTEE

This committee, nominated and elected by the church annually, shall consist of two (2) active deacons and at least three (3) additional members. The church treasurer shall serve as a non-voting, ex-officio member of the committee. They shall oversee and make recommendations concerning all the finances of the church. In consultation with the pastor, deacons, and responsible leaders of various organizations and committees, they shall prepare and submit to the church an inclusive budget for approval at the November business meeting or at such time as may be deemed best by the church.

After the budget has been approved by the church, it shall be the duty of this committee to review the treasurer's reports on a regular basis to monitor that sufficient funds are available to cover the various budgeted items. All organizational leaders shall report any budget overruns promptly to the Finance Committee. In the event any item has exceeded or may need to exceed the amount allotted in the budget, the Finance Committee shall have the authority to increase that line item up to twenty-five percent (25%) or five hundred dollars ($500.00), whichever is the lesser, provided funds are available within the budget. The committee must mange cash flows and if/when incoming funds are below budgeted amounts, then consult with committee chairpersons and/or church leadership to determine if voluntary reductions can be made. If such reductions cannot be made on a "voluntary" basis, the committee will then prepare a revised budget based on current and projected giving and present it to the church at the next business meeting for approval. In the event that overall expenditures exceed overall receipts in such a manner that endangers cash flows, the committee will have the authority to pre-approve all expenditures until cash flow is once again positive. It is the responsibility of the Finance Committee to approve expense accounts (travel, food, lodging, etc.) of the senior pastor. The senior pastor will be responsible for approving expense accounts of other church employees. (See Article 3, Section 23, page 23 and Article 7: Church Finances, page 28).

SECTION 12: FLOWER COMMITTEE

This committee shall be nominated and elected by the church annually and consist of at least two (2) members. Responsibilities shall include providing, arranging, and disposing of floral arrangements in the church sanctuary and in other areas of the church facilities as needed. This committee shall coordinate any flowers that church members may donate. The committee also shall be responsible for providing suitable floral expressions of sympathy upon the death of a member. Expenses shall be included in the budget for this purpose.

SECTION 13: HISTORY COMMITTEE

This committee shall consist of the church clerk, church librarian, and other additional members nominated and elected by the church annually. They shall preserve a running account of the church’s history and make recommendations to the church for preserving church records.

SECTION 14: KITCHEN COMMITTEE

This committee shall be nominated and elected by the church annually and consist of a chairperson and at least two (2) other members. Responsibilities shall be to order supplies, see that the kitchen is kept clean and orderly, and make recommendations for equipment. The chairperson of this committee shall serve on the Fellowship Committee.

SECTION 15: LIBRARY COMMITTEE

This committee shall be nominated and elected by the church annually. The chairperson of this committee shall be known as the Church Librarian. The committee shall work with the pastor in accordance with library policies adopted by the church. (See Appendix #8, page 38).

SECTION 16: LORD’S SUPPER COMMITTEE

This committee shall be nominated and elected by the church annually, and shall work closely with the pastor to prepare the elements to be used in the serving of the Lord’s Supper, and caring for the necessary service equipment used in the observance of the ordinance.

SECTION 17: MISSIONS COMMITTEE

This committee, nominated and elected by the church annually, shall consist of at least five (5) members. The committee shall lead the church in all missions activities at the local, state, national and international level. (See Appendix #12, page 40).

SECTION 18: MUSIC COMMITTEE

This committee shall consist of all elected choir leaders and those elected to play the piano and organ. They shall select their own chairperson annually who shall represent this committee on the church council. They shall meet as need may require. They shall make recommendations to the church as it relates to selection and upkeep of musical instruments, church hymnals and robes. They shall be responsible for the care of the choir robes. They shall coordinate special presentations of the various choirs, working in conjunction with the pastor and Fellowship Committee. They shall promote worship through music, musical growth and education in the church. They shall approve selections of music presented during worship services by individuals and groups. (See Appendix #13, page 42: Music Policy for Worship Services).

SECTION 19: NOMINATING COMMITTEE

To eliminate the problem of this committee nominating itself, the pastor shall be authorized by the church to name the members of the committee. This committee shall consist of at least five (5) members, plus the Sunday School Director as ex-officio. No member shall serve more than two (2) years at a time. At least two (2) members should be reelected each year to assure continuity.

This committee shall seek, interview, enlist and propose for election by the church the following: teachers, officers, committee members, and other persons required to be voted on by the church body. The committee shall serve throughout the year, making all necessary replacements and additions in the church.

SECTION 20: PASTORAL AND/OR MINISTERIAL STAFF SEARCH COMMITTEE

This committee shall be formed whenever the need arises for the church to change or add to the ministerial staff. They shall serve until the need is filled. The committee shall consist of seven (7) members, one of which is to be an active or inactive deacon and one a member of the Personnel Committee. The deacons shall recommend the seven (7) qualified people to be elected by the church, however, nominations may be made from the floor. If nominations are made from the floor, then the vote shall be by secret ballot.

Committee meetings shall have a minimum of five (5) members present in order for business to be conducted. They shall seek out the candidate best suited for the position. With the assistance of the Personnel Committee and the Finance Committee, they shall provide a basic job description and list the major duties and responsibilities and a salary/benefits package. Each candidate shall be interviewed by the deacons and pastor as a minimum, prior to the candidate's presentation to the church body. The recommendation of the committee to the church will constitute a nomination. The committee shall bring to the church for consideration only one person at a time to be voted on by secret ballot. The recommendation shall include a proposed salary/benefits package which has been accepted by the candidate. An affirmative vote shall consist of three-fourths (3/4) of those voting. (See Article 2, Section 1A and 1B, page 13).

SECTION 21: PERSONNEL COMMITTEE

This committee, nominated and elected by the church annually, shall consist of two (2) active deacons and three (3) additional members. No member shall serve more than three (3) years at a time. At least two (2) members shall be reelected each year to assure continuity.

They shall oversee and provide assistance to the pastor and/or church in all matters related to personnel administration and management. They shall provide assistance with interviewing and with outlining the responsibilities required of applicants. They shall also work with the Finance Committee to provide a salary/benefits package for applicants. (Note: All pastoral/ministerial staff positions shall be filled in accordance with Section 20 above. All support staff positions shall be filled as described in the Personnel Policy).

The Personnel Committee shall provide periodic review of salaries, vacations, and all other benefits, and shall maintain employments records. They shall recommend to the Finance Committee all salaries and all other monetary benefits, i.e., Christmas bonus, Pastor Appreciation, and/or special gifts. This committee shall function to maintain good rapport among staff members and act as a liaison among members of the church staff. The principal functions and responsibilities as stated in the Personnel Policy shall apply.

The Personnel Committee shall assume a leadership role in all matters involving termination of an employee.

SECTION 22: SCHOLARSHIP COMMITTEE

This committee shall consist of the Sunday School director, chairman of the deacons, the pastor, and two (2) additional members nominated and elected by the church annually. This committee shall oversee the Petsworth Baptist Scholarship Fund, a fund supported by gifts and/or budgeted funds. See Appendix #9, page 38 for policies governing the use of this fund.

SECTION 23: STEWARDSHIP COMMITTEE

This committee shall consist of the pastor, the assistant treasurer, Finance Committee chairperson, and the chairman of the deacons. They shall assist the church in stewardship planning and stewardship promotion. The treasurer shall serve as an ex-officio member.

SECTION 24: USHERS COMMITTEE

Church ushers shall be nominated and elected by the church annually. The committee of ushers shall elect a chairman for the 8:30 AM service and another for the 11:00 AM service as needed. They shall greet the people as they enter the church, distribute bulletins and/or other materials, and receive the offering at the service. They shall cultivate the virtues of regularity and promptness and their clothing shall be neat and conservative. They shall always be on the alert to spot any signs of problems and disruptions and be prepared to respond to any crisis such as a fire, bomb scare, power failure, sudden death, or the severe illness of someone present. If a family with young children is visiting the church, the usher shall inform the parents of available child care facilities, such as nursery, preschool, and children’s church. Each usher shall know when and where to seat all latecomers so that they will cause the least disturbance and not feel uncomfortable entering.

Each usher is responsible to notify the chairman of the ushers for the respective service, if they will be unable to perform their duties on their scheduled day, so that an alternate may be selected ahead of time. The chairman of the ushers for each service shall ensure all ushers are dressed appropriately and in position on time. Training shall be conducted semi-annually to insure all ushers understand their role and responsibilities.

Junior ushers shall be nominated and elected by the church annually. They must be 16 years of age in order to be nominated as a junior usher. The purpose of the junior usher is to assist the ushers and the pastor as needed while learning the responsibilities of being an usher. They shall be under the direct supervision and training of the chairman of the ushers for each service. They shall cultivate the virtues of regularity and promptness and their clothing shall be neat and conservative.

Members of this committee shall also see to the orderly parking of vehicles for all major events as needed.

SECTION 25: VAN COMMITTEE

This committee shall be nominated and elected by the church annually and consist of at least three (3) members. They shall make recommendations to the church council regarding the purchase of any vehicles for general church use. For responsibilities and policies governing the use of all church vehicles, see Appendix #11, page 40.

SECTION 26: YOUTH SUPPORT COMMITTEE

This committee shall consist of all duly elected leaders of youth activities. With the guidance of the youth minister, they may give input in planning and scheduling youth activities on the church calendar, including the annual youth week. They shall be sensitive to and seek prompt and prayerful resolution of any situations that may hinder the youth ministry program. Appropriate input is to be routinely solicited from the youth regarding the youth ministry.


ARTICLE 4 EDUCATIONAL MINISTRIES 

 

SECTION 1: GENERAL

All organizations of the church shall be under church control, all officers being elected annually by the church and reporting regularly to the church. The pastor and the church administrator are ex-officio participants of all the organizations named. All workers in all organizations, except as otherwise noted herein, shall be elected by the church annually. Nominations and elections of new church members shall occur after due time has elapsed to observe abilities, Christian commitment, Christian character, and gifts.

Each leader shall be responsible for providing all proper teaching material, facilities, and snacks, as required, and for seeing that all positions are filled with qualified workers who are properly informed of their duties. See Appendix #3, page 35 for Qualifications for Church Workers.

All workers with children and youth in all ministries shall abide by the Child Safety Guidelines as adopted by the church and available from the church office.

SECTION 2: AWANA AND AWANA COMMANDER

There shall be an Awana Club. The Awana Commander shall be appointed by the pastor and elected by the church. The commander shall, with the pastor’s approval, make recommendations for leaders, directors, and workers to the nominating committee to be presented to the church for election.

SECTION 3: CHILDREN’S CHURCH AND THE DIRECTOR

There shall be a Children’s Church for ages determined by the church. The director is nominated and elected by the church annually.

SECTION 4: CHILD’S SAFETY AWARENESS PROGRAM AND INSTRUCTOR

There shall be a Child’s Safety Awareness Program. The instructor, nominated and elected by the church annually, shall teach a Child Safety Course to all workers in the children and youth ministry. Background check reports shall be filed and returned to the office by the Instructor.

Two (2) persons, nominated and elected by the church annually, shall be responsible for screening volunteer workers as needed.

SECTION 5: CHRISTIAN SCHOOLS: BOARD AND DIRECTOR

The church may have a church related Christian school ministry to provide as a learning experience, centered in a Biblically sound and Christ centered curriculum to meet the needs of each child. This may include weekday child care ministry, a Christian day school, and an after-school program, as the church may decide. All such ministries shall be under the control of the church.

The staff, nominated by the school board and appointed by the church annually, shall consist of church members when possible. They shall be dedicated Christians, and their beliefs and the curriculum shall conform to the doctrinal beliefs as outlined in our Articles of Faith.

The school shall be financed on a non-profit basis by fees from the pupils, allowance from the church, and gifts. Administering of the budget by the director shall conform to the financial policies of the church. Expenditures shall be made within an annual budget recommended by the board and adopted by the church.

The school shall be governed by a constitution and bylaws recommended by the board and adopted by the church. To rescind, change or modify any part of the constitution, the board shall submit such recommendations to the church and follow the procedures as outlined in Article 9, page 29.

CHRISTIAN SCHOOL BOARD. The weekday school shall operate under the leadership of a school board, nominated and elected by the church. The board shall recommend to the nominating committee persons to serve on the board. The board shall consist of at least five (5) members serving for four (4) years. After serving a term of four (4) years a member may be eligible for reelection. The pastor and director shall serve on the board as ex-officio members. The board shall oversee the school ministry subject to the church’s direction, church policy, and the constitution of the school and its policies. A representative from the school board shall serve on the church council.

CHRISTIAN SCHOOL DIRECTOR. The school director, nominated by the school board and approved by the church annually, shall be the administrative leader of the school, and shall make reports to the board periodically.

SECTION 6: SUNDAY SCHOOL: THE DIRECTOR AND TEACHERS

There shall be a Sunday School, divided into departments and classes for all ages and conducted under the direction of a Sunday School director, for the study and instruction of God’s Word. The Sunday School shall be conducted each Sunday morning at a time determined by the church.

The task of the Sunday School shall be to teach the biblical revelation, reach prospects for the church, lead church members to witness, worship and minister daily, and provide and interpret information regarding the work of the church and denomination.

The Sunday School Director shall be nominated and elected by the church annually, and be the administrative leader of the Sunday School.

Sunday School teachers, nominated and elected by the church annually, shall be dedicated Christian leaders. Each teacher shall be a Petsworth Baptist Church member who has demonstrated his/her support of the Sunday School by previous attendance and membership. The teacher shall use the Bible and the assigned literature, unless occasional departure from the literature is approved by the pastor and the Sunday School director.

SECTION 7: VACATION BIBLE SCHOOL: THE DIRECTOR AND ASSISTANT

There shall be a Vacation Bible School, divided into departments for all ages and conducted during the summer under the direction of the Vacation Bible School Director and the assistant.

The director and the assistant shall be nominated and elected by the church annually. They shall confer with the pastor and Sunday School director in all areas of planning and conducting the school as a ministry of the church. Working with the pastor and the Sunday School director, they shall nominate qualified workers for all ages, to be elected by the church. Qualifications for Vacation Bible School workers shall be the same as for all church workers. (See Appendix # 3, page35).

SECTION 8: OTHER EDUCATIONAL MINISTRIES

The church may establish such other educational and/or outreach efforts as needed. Policies for the same shall be considered and adopted to guide any new endeavor and shall conform to the doctrinal beliefs of this church and its Articles of Faith.


ARTICLE 5: CHURCH SPORTS

SECTION 1: GENERAL

The church may establish an athletic program to consist of various sports events as the church may determine from time to time. All programs shall be designed to provide recreation and build Christian character, and shall be under church control. All leaders shall be elected by the church annually, and report regularly to the church. Qualifications shall be the same as for church workers. (See Appendix # 3, page 35). The pastor is an ex-officio participant of all programs.

SECTION 2: SOFTBALL TEAMS: ADULT/YOUTH COACHES

The church may sponsor softball teams for adults and for youth to provide Christ honoring athletic events. Coaches shall be nominated and elected by the church annually, and shall work according to written policies. (See Appendix # 10, page 39).


ARTICLE 6: MEETINGS

SECTION 1: CHURCH MEETING

The church shall meet regularly each Sunday morning for worship, preaching, instruction, and evangelism. There may be a Wednesday evening Bible study and prayer service. These meetings shall be open to anyone and shall be conducted under the direction of the pastor. The church may have a Sunday Evening Service and a monthly Missions Night. Committees and organizational meetings shall not conflict with any scheduled or stated meeting of the church.

SECTION 2: REGULAR BUSINESS MEETINGS

Regular business meetings shall be held on Tuesday following the second (2nd) Sunday of the first (1st) month of each quarter, or as determined by the church. If inclement weather, or some major event falls on the meeting date, the meeting shall be held the following week or an alternate date shall be announced with proper notice. Minutes of the previous meeting shall be read. A full financial report shall be available and accepted by the membership at each quarterly meeting. Organizational reports shall be given at the quarterly meetings.

For matters too important to wait until a regular quarterly meeting, additional regular business meetings may be scheduled during the year with a proper two week notice. Such meetings may be held for approval of new members, approval of nominations for office, approval of the budget, and the annual February church meeting. (See Section 5 below).

SECTION 3: SPECIAL CALLED BUSINESS MEETINGS

A special called business meeting may be called by the pastor or chairman of the deacons, through the church council, if an urgent matter must be addressed. The meeting may not be scheduled at a time beyond the next regular meeting. Notice of a special called business meeting must be given as prescribed in Section 4 below.

No business shall be transacted in a special called meeting except that specified in the call. Unlike the order of a regular business meeting, after the opening, the reason for the called meeting shall be stated, and only appropriate business pertaining to this reason shall be transacted.

SECTION 4: REQUIRED NOTIFICATION FOR BUSINESS MEETINGS

Notice of all regular and special called business meetings of the church shall be given by announcement in at least two (2) regular worship services of the church prior to the meeting. Announcements or notices shall include date, time, and place of the meeting, and a statement of the purpose.

If an urgent special called meeting is held for which notice was not given in accordance with the above paragraph, any action taken at that meeting must be ratified by the church at the next regular business meeting.

SECTION 5: ANNUAL BUSINESS MEETING

The annual business meeting of the church shall be held in the month of February each year. Special notice of this meeting shall be placed in the church bulletin for at least two (2) services prior to the meeting.

The following items shall be considered by the church at this annual meeting: reports from the pastor, the deacons, and organizations covering the preceding year, and a full financial report for the previous year.

SECTION 6: BUSINESS MEETING QUORUM

The church council shall determine the number of members required to make a quorum for all business meetings. The number shall be based on eight percent (8%) of the average Sunday morning’s worship attendance over the previous six (6) month period. The church council shall provide this number to the clerk in January and July each year. At the business meetings the quorum shall only include all voting members in good standing, age 16 and older.

SECTION 7: PARLIAMENTARY RULES

On matters not covered in the constitution and bylaws, Robert’s Rules of Order shall be the parliamentary rules of procedure for all business meetings of the church, the deacons, and the committees.

SECTION 8: FISCAL YEAR

The fiscal year of the church, the operational year, the education year, etc., shall be determined by the church and need not run concurrently.

 


ARTICLE 7: CHURCH FINANCES

 

SECTION 1: STEWARDSHIP OF MEMBERS

It is understood that membership in this church involves financial obligation to support the church and its causes with regular, proportionate gifts. Each new member shall receive from a representative of the church, materials relating to their stewardship and tithe to the church. There may be an annual stewardship growth awareness program implemented.

SECTION 2: DUTY OF FINANCE COMMITTEE

The Finance Committee in consultation with the pastor, deacons, and responsible leaders of various organizations shall prepare and submit to the church for approval at its November business meeting (or at such other time as may be deemed best by the church) an inclusive budget, (See Article 3, Section 11: Finance Committee, page 20).

SECTION 3: FUNDS, OFFERINGS, AND EXPENSES

A record of all funds, for any and all purposes, shall pass through the hands of the treasurer and/or assistant treasurer and be properly recorded on the books of the church. The expenses of all organizations, as approved by the church, shall be paid from the expense fund as heretofore budgeted. Special offerings, known as designated funds, may be sought by the church upon approval of the church after recommendation of the church council.

SECTION 4: GIFTS GIVEN AND RECEIVED

Any gift of money or property given to Petsworth Baptist Church and accepted by the church shall become the property of the church to be used totally at the discretion of the church. Any money given to an approved designated fund shall be used for that purpose unless approved by the donor.


ARTICLE 8: DISCIPLINE

Should any differences arise between members, the aggrieved member shall follow, in a tender spirit, the rules given by our Lord in Matthew 18:15.

Should any case of gross breach of covenant, or of public scandal occur, the deacons, in counsel with the pastor shall encourage repentance by the offender; and if such effort fails, shall report the case to the church if necessary. (See Matthew 18: 16, 17).

If the church votes to entertain a complaint, which must be made in writing, it shall appoint a reasonable time and place of hearing and notify the person in question thereof furnishing him with a copy of the charges. At such hearing, the accused member may call to his aid any member of the church as counsel. If he shall not present himself at the time appointed, or give satisfactory reasons for his neglect to do so, the church may proceed in his absence. All such proceedings shall be pervaded by a spirit of Christian kindness and forbearance. However, should an adverse decision be reached, the church may proceed to admonish or declare the offender to be no longer in the membership of the church. In case of grave difficulty the church will be ready, if requested, to ask the advice of a mutual council.

 


ARTICLE 9: AMENDMENTS

 

This constitution and bylaws may be amended by a two thirds (2/3) vote of all members in good standing, 16 years and older, present at any business meeting of the church, or at a meeting especially called for that purpose.

The process for making amendments is as follows:

1) Any proposed change shall be presented to the Constitution and Bylaws Committee not less than two weeks prior to a regular or special called business meeting wherein the proposal is to be presented, to allow time to assure the proposal is in proper order of presentation.

2) The Constitution and Bylaws Committee shall make available the proposed change to the church for review.

3) The proposed changed shall be presented to the church in writing in a business meeting not less than one month before the time of the proposed action.

4) The proposed change shall then be presented by the Constitution and Bylaws Committee chairperson or designee at the next business meeting, or a called business meeting.

5) The church will consider and take the appropriate action, i.e., approve as presented, approve with change, table, or disapprove.

  VII. PROCEDURES FOR THE USE OF THE FACILITIES AND SERVICES

Petsworth Baptist Church has established policies regarding the use of the facilities and services. There are also certain ethical rules of decorum normally understood in a pastoral and church relationship. With no intention of setting forth all of the services or policies of the church, we herein set forth guidelines which will assure clear understanding and fair treatment of all.

SECTION 2: WORSHIP SERVICES

All regular and special services shall be under the direction of the pastor.

Each worshiper is urged to arrive on time when at all possible, to contribute to a quiet and worshipful atmosphere preceding and during the service. Reverence during prayer and the invitation is especially urged. While the church provides nurseries, children are welcomed in the services. Parents are expected to discipline their own children, and any coming and going during services should be held to a minimum.

SECTION 3: USE OF BUILDINGS, GROUNDS, AND EQUIPMENT

The use of the buildings and grounds for such purposes as weddings, wedding receptions, and showers shall be approved through the pastor and/or church administrator. The church office shall be notified well in advance to avoid conflicts on the church calendar.

The person requesting its use shall be responsible for the proper use and proper clean up, and may be required to complete a “Request for Use Form” and to abide by all the provisions therein.

Church property, such as kitchen equipment folding tables and chairs may be taken off the premises if it is used only for church sponsored events. This must be cleared with the church office and a “Request for Use Form” must be signed. All articles must be returned promptly and in good condition and be properly put in place. The church’s property shall not be used in connection with any dance or serving of any alcoholic beverage.

SECTION 4: WEDDINGS

The sanctuary, the study, and the social hall are available for weddings, marriage counseling, and wedding receptions. The use of the building should be approved early to avoid conflicts. A fee for the use of the sanctuary and fellowship hall may be required, as the church may determine. A wedding contract shall be issued by the church office. Under no circumstances shall the use of alcoholic beverages be permitted at any function.

A couple should contact the pastor at least three (3) weeks prior to the wedding, preferably earlier. Counseling sessions shall be required. It is normally customary and ethically proper for the church’s own minister to officiate at the wedding, though it is not mandatory. However, should another minister officiate, he must be approved by the church pastor.

SECTION 5: FUNERALS

In the event of a death, the pastor should be notified as soon as possible. Funeral arrangements should be coordinated between the funeral director, the pastor, and the family.

The cemetery is available to active members for burial. The regulations of the cemetery are official and shall be provided by the Cemetery Committee upon purchase of a lot. (See Article 3, Section 6, page 19; and Appendix #6, page 36).

SECTION 6: BENEVOLENCE

The church shall provide a limited amount of assistance primarily to members in need, under the direction of the deacons and pastor. All use of the funds shall be kept confidential. For help in time of need, a member should contact a deacon, or the chairman of deacons, or the church office, or the pastor.

The church shall receive a special offering when this fund is low. (See Appendix #7: Policies for Food Closet, page 37).

SECTION 7: LIBRARY

A library, available to the membership, shall have a growing number of spiritually and Biblically sound books and resources for all ages and needs.

Policies concerning the use of the library are located in the library. (See

Article 3, Section 15, page 21; and Appendix #8, page 38).

SECTION 8: VISITING SINGING GROUPS AND SPEAKERS

Any visiting singing group or speaker may make available for sale such items as tapes, records, or books in any church facility other than the sanctuary.

SECTION 9: MERCHANDISING PROHIBITION

The church and its ministry organizations shall not engage in merchandising (such as bake sales, rummage sales, garage sales, car washes, suppers, etc.) for profit, but shall encourage stewardship in tithes and offerings to finance all phases of church activities. Malachi 3:10; I Corinthians 16:2.

SECTION 10: COUNSELING AND VISITATION

The pastor and each deacon are available for visits, consultations and counseling as needed in such areas as sickness, marital problems, mental or emotional problems, grief, vocational or college decisions, pre-marital counseling, spiritual problems, and any personal problem. When such needs arise, a member should contact the pastor or a deacon, realizing that the pastor or deacon cannot be of help unless he is aware of the need. All counseling shall be confidential.

5. Authority for him to approve or disapprove the coming of other ministers and religious groups to the church.

 

B. WHAT THE CHURCH EXPECTS OF THE PASTOR:

1. Competent in:

a) Well prepared sermons.

b) Visitation to the sick, shut-ins, prospective members,

inactive members and active members where and when there is a need.

c) Pastoral care in crisis situations.

d) Administrative and organizational leadership in conjunction with the church administrator.

e) Giving leadership in missions.

2. Availability by letting it be known where and when he can be contacted during the week and while away from the church field.

3. Leadership in worship services, evangelistic outreach and Christian educational programs.

4. Adherence to Baptist beliefs as found in the Scriptures; attendance at denominational meetings; support of the cooperative program and the church’s foreign mission program and other missions.

5. Participation in:

a) Community affairs.

b) Interdenominational endeavors.

 

C. THE PASTOR’S OBLIGATION TO THE CHURCH:

1. To fulfill the duties of the office of pastor as a servant of the church, rather than being the ruler of the church. His role as shepherd and leader in all aspects of the church shall be recognized. Major leadership decisions shall be democratic.

2. To seek to meet the spiritual needs of his people through biblical preaching and teaching and to refrain from proclaiming his own opinions as the Word of God.

3. To meet the reasonable expectations of the congregation as its minister and to live his own life as he believes God would have him to do.

4. To manage his financial affairs with integrity so as not to embarrass or disgrace the church.

5. To accept the church as a body of imperfect believers who need love, understanding and forgiveness; to work with its elected leaders and to try to be the pastor of all its people.

6. To accept and profit by constructive criticism when it is presented in a helpful, Christian manner.

7. To recognize the need for help from outside the church when his role as pastor is endangered and to avoid actions that would harm the church.

8. To be on time at church functions and meetings, including weddings and funerals and to greet the people either entering or leaving the church.

 

D. THE CHURCH’S OBLIGATION TO ITS PASTOR

1. To respect and support the pastor and his ministry for as long as he holds the office to which the church has called him.

2. To guarantee the freedom of the pulpit so that the pastor can preach his convictions in his own manner and style as the Holy Spirit leads him.

3. To allow the pastor to be himself instead of trying to fit him into a ministerial mold and to expect no more of his family than any other family in the church.

4. To show care and concern for the pastor’s welfare by providing and reviewing annually the needs of the pastor, and to compensate those needs to the best of the church’s ability. (See Personnel Policy).

5. To recognize that because the pastor is human he makes mistakes and needs forgiveness and love like everyone else. Because of the limitation of time, he cannot fulfill everyone’s expectations.

6. To confer with the pastor about any accusation made against him instead of discussing it in secret and to refrain from passing judgment upon him unless he has had the opportunity to defend himself.

7. To counsel with the pastor through the deacons when there is a disruptive conflict involving him.

 

E. MATTERS OF MUTUAL AGREEMENT

1. The deacons shall work with the pastor in keeping this covenant up-to-date, abiding by the guidelines adopted for the relationship, arranging for mutual evaluation sessions and working to resolve pastor/church concerns before they become problems. The Personnel Committee shall review compensation and time arrangements.

2. When the pastor moves to the church community, the church shall provide for his moving expenses or help him move.

3. To provide for the pastor appropriate health insurance, disability insurance, social security and retirement annuity as shall be agreed upon periodically. This, too, shall be reviewed annually as in D. #4 above. (See Personnel Policy).

4. If there is a disruptive conflict in the church, the pastor and deacons shall mutually agree to seek competent help from outside the church membership to meet with them and advise them about solving their problems.

5. If the pastor is dismissed or resigns under pressure, he shall be paid up to two (2) months salary (if not employed) as severance pay and shall not be expected to fill the pulpit or perform pastoral ministries during that time. Under ordinary circumstances the pastor shall give the church thirty (30) days notice of his resignation. If the pastor is dismissed or resigns under pressure or if he retires, the church shall help with relocating.

6. The church acknowledges that because of crisis situations and emergencies, along with meetings and heavy scheduling, the pastor may need to alter his regular schedule to arrange his work and leisure at his own convenience. The church expects the pastor to spend time with his family and to meet his own personal needs.

7. The church shall provide as agreed and in compliance with the Personnel Policy all matters in regard to leave time.

8. The church shall approve funds for expenses to the Southern Baptist Convention (SBC), the Southern Baptist Conservatives of Virginia Convention (SBCV), and Pastor’s Conferences. Receipts shall be required and presented to the treasurer for all expenses. Excess funds shall be returned to the church.


APPENDIX #2: QUALIFICATION FOR DEACONS

See Article 2, Section 2, page 14.

 

 

 

 

RESPONSIBILITIES AND STANDARDS:

1. Meet the standards of I Timothy 3.

2. Know with assurance that he is born again. John 3:1-7.

3. Faithfully support the services and special events of the church unless providentially hindered. Hebrews 10:25.

4. Be no part of a schismatic or divisive factor. It is better to resign if a person cannot support the church which elected them. Rather, it shall be considered the duty of each deacon to be a one-man crusader for peace and unity.

5. Faithfully attend the stated deacons’ meetings.

6. Support the church financially. I Corinthians 16:1-2.

7. Support the pastor and the ministry of preaching the Word as understood in our Articles of Faith, which set forth the official position of the church biblically.

8. Attend the business meetings of the church unless providentially hindered.

9. Pray for the ministry of the church. Philippians 4:6.

10. Assist the pastor in the oversight and shepherding of the flock and see that the church operates in accordance with its constitution, bylaws and covenants as printed in the church’s handbook, plus carry out other church adopted plans and decisions. Acts 6:1-6.

11. Strive to keep the congregation well informed.

12. Trust in the Father, Son, and Holy Spirit for blessing and guidance in daily living and the church’s progress.

13. Accept the responsibility to participate in the Deacon's Ministry Team Plan. James 1:27.

14. Must not be divorced and remarried, or married to a divorced woman.

15. Avoid the sale and use of alcohol and also avoid the misuse of drugs and the practice of homosexuality.

 


APPENDIX #3: QUALIFICATIONS FOR CHURCH WORKERS

See Articles 2, Sections 9 and 10, page 17; Article 4, page 24; Article 5, page 26.

STANDARDS AND DUTIES

1. Know with assurance that one is born again. John 3:1-7; I John 5:13.

2. Be regular and punctual in teaching appointments.

3. Be a Petsworth Baptist Church member who has demonstrated his/her support of the church ministries by previous attendance and membership and who will use the Bible and the assigned literature, unless occasional departure from the literature is approved by the pastor and the appropriate director. As need dictates, exceptions to the church membership requirement may be wavered by the pastor.

4. Hold sound doctrine and Biblical teaching. Ephesians 4:14; I Timothy 4:1-7.

5. Study (II Timothy 2:15) and be apt to teach. Psalm 119:11.

6. Attend at least three-fourths (3/4ths) of scheduled training classes or leadership meetings unless providentially hindered.

7. Prepare lessons well, and remain true to the Bible as understood and taught by the church.

8. Be faithful to the duties of your office. Revelation 2:10.

9. Advise substitute, and/or the director when necessary to be absent.

10. Organize with the class to visit or contact members, absentees and prospects. James 1:27.

11. Be faithful in private personal prayer, always seeking the power of the Holy Spirit in one’s life and service. Acts 1:8; Phil. 4:4-6.

12. Set an example by attending Worship Services, Sunday School, Prayer Service, Bible Study, Revival, etc., when not providentially hindered. Be faithful in support of the pastor, church, and church leaders. Hebrews 10:25; Hebrews 13:7,17. Avoid being a part of any divisive or schismatic factor. I Cor. 1:10.

13. Be governed by the constitution and bylaws of the church, including the Articles of Faith and the Church Covenant. I Timothy 4:1-7.

14. Live the Christian life that is above reproach, according to scriptural standards, by the power of the indwelling Christ. Ephesians 3:16.

15. Abstain from the use of alcoholic beverages and the misuse of drugs.

16. Seek to have family and marital situations which would encourage others to establish Christian homes.

 


APPENDIX #4: CHRISTIAN SCHOOL CONSTITUTION AND BYLAWS

The constitution and bylaws of any Christian school or after-school program, including the Petsworth Baptist Preschool, shall be approved by the church and maintained by the appropriate school program. Copies may be available for church members upon request.

 


APPENDIX #5: POLICIES FOR GROUNDING AND NURTURING NEW CONVERTS AND CHURCH MEMBERS

See Article 1, page 12; Article 2, Section 2 Part B (1), page 14; Article 7, Section 1, page 28; Appendix #3 (10), page 35.

 

 

 

 

Efforts of Petsworth Baptist Church and all of its organizations shall be positively evangelistic in shared outreach. The efforts of the church shall be just as strong in grounding converts in their new found faith and nurturing them in Bible study and Christian responsibility. These efforts shall include the following:

1. An invitation shall be given at each preaching service for decisions for Christ.

2. Decision time shall be conducted at least annually in older children and youth classes. The pastor may be invited to assist when desired.

3. A group of selected and trained personal workers shall be available to deal with new converts as they come forward to help them understand salvation. They shall be under the direction of the pastor who shall enlist and train them.

4. A New-Member Team deacon shall contact new members when they come forward. He will inform them that he will be "their deacon" for the next six months. Follow-up contacts by the deacon shall be designed to help ground them in the word.

5. The pastor shall consult with new converts prior to Baptism.

6. A packet of church materials shall be given to all new members including converts.

7. A new members class shall be provided for all who join Petsworth. Salvation, Church Ordinances, Bible teaching on the church, stewardship, and soul winning shall be a part of this class designed to further establish them in their faith.

8. The Deacon’s Ministry Team Plan is designed to assist the pastor in shepherding and feeding the sheep.

9. The church may choose to have a Minister of Visitation or Visitation Assistant to keep a file of prospects up to date and make them available for visitation teams, and assist with follow up.

10. All prospects of the Sunday School and church shall be assigned by age groups to the proper class in the Sunday School. Each class shall adopt an outreach program for their prospects and absentees.

11. The joint efforts of the pastor, deacons, Sunday School teachers, visitation teams and all others shall endeavor to reach the lost, ground new converts in Salvation, enlist the absentees in attendance, and teach the Bible and Christian living to those for whom we are jointly responsible. The goal is to help them grow and become soul winners.

 

 

 

 

 


APPENDIX #6: POLICIES FOR CEMETERY

See Bylaws. Article 2, Section 4, page 15; Article 3, Section 6, page 19; and

VII, Section 5, page 30.

The following rules and policies shall apply:

1. The trustees of the church have the authority to sell grave sites.

2. Graves shall be available to active members at a price adopted by the church.

The price may be altered as agreed to by unanimous consent of the trustees where extenuating circumstances exist.

3. Certificates shall be issued to all purchasers of cemetery lots. The certificates shall indicate lot number, number of grave sites and purchaser’s name.

4. Lots shall be paid for in full before ownership is granted.

5. A potter’s grave site shall be available for the destitute.

6. Upon purchase, installed cornerstones shall be placed even with the surface of the ground.

7. Trustees must be notified when markers or stones are being installed.

8. A trustee must be present at the time of digging.

9. No fixed markers except head, foot and cornerstones shall be allowed in lots.

10. All new graves shall be identified with permanent markers within a two (2) year period.

11. Markers level with the ground shall be encouraged for maintenance purposes.

12. No fences or borders shall be allowed.

13. No shrubs or trees shall be planted in cemetery

14. All caskets are required to be placed in vaults.

15. All graves shall be left at ground level.

16. No tops such as concrete slabs shall be visible.

17. A perpendicular grave may be permitted only in extreme cases with the trustees’ approval. The grave shall be allowed a ground level marker only.

18. Burial at double depth shall be permitted.

19. Flowers and containers placed on graves for funerals shall be removed by the family within fifteen (15) days. Otherwise, the trustees are authorized to remove all ruminants.

20. Flowers and containers placed on graves shall be removed by families when no longer of value or at the discretion of the trustees.

21. The goal of the church is to have the Cemetery Fund self-sustaining for the care and upkeep of the cemetery. Gifts and bequests to the Cemetery Fund are encouraged.

 


APPENDIX #7: POLICIES FOR FOOD CLOSET

See Bylaws Article 2, Section 9, page 17; VII, Section 6, page 30.

The church shall operate a food closet to assist those with needs as a ministry of benevolence and outreach. The Food Closet Coordinator shall oversee the general operation of the food closet. The following policies shall apply:

1. Space for the food closet shall be provided by the church.

2. Staple food stuffs may be solicited from the congregation from time to time as needed.

3. The church shall make available assistance to those with known needs. Recommendations may be made from church members. All needs shall be kept confidential.

4. The deacon chairman shall be notified of assistance given.

5. Such benevolent assistance shall be a part of the ministry of outreach of the church in keeping with Biblical teaching.

6. A gospel witness shall be given along with assistance either in the form of testimony and/or the use of gospel tracts.

7. While the church’s own membership shall be given priority, assistance shall not be limited to members of the church.

8. The church shall cooperate with other community agencies to assist those in need, with focus on serving those in our own immediate area.

9. The church shall endeavor to cooperate with other area churches to serve the needy living in their ministry neighborhoods. Those in need who do not live in the proximity of the church shall be referred to other churches that are closer to them.

10. While activity reports shall be made to the church when requested, names of those assisted shall be kept confidential.

 


APPENDIX #8: POLICIES FOR LIBRARY

See Bylaws. Article 3, Section 15, page 21 and VII, Section 7, page 31.

RULES AND REGULATIONS

1. Policies concerning the library shall be posted in the library.

2. The library shall consist of church related Christian books and resources selected by the pastor and committee.

3. Donations to the library shall be encouraged. Memorial plates or presentation plates shall be placed in books purchased with designated donations. All books shall be selected in this event by the pastor and committee.

4. The library shall be funded with an annual amount to be determined in the budget for books, supplies and expenses.

5. Books may be checked out for two (2) weeks and renewed for an additional two (2) weeks.

6. While there shall be no fines, lost books shall be replaced by the last person to have checked out the book.

 


APPENDIX #9: POLICIES FOR SCHOLARSHIP FUND

See Bylaws Article 3, Section 22, page 23.

The following policies shall apply:

1. The name of the Scholarship Fund shall be Petsworth Baptist Church Scholarship Fund.

2. The scholarship and its use shall be under church control.

3. The applicants shall apply by May of the year in which it is to be used. Application shall be accompanied by a brief essay stating testimony and purpose of desiring to go to school and shall not exceed 500 words. Preference shall be given to those preparing for full time service for the Lord, but shall not be limited to such. Applicants shall complete the application form stating, among other things, their need.

4. The Scholarship shall be granted only for use at a Bible Institute, Bible College, or Christian University that is known to be Bible centered and that holds to the inerrancy of the Bible and views that are biblically aligned with our Articles of Faith.

5. The scholarship shall be considered a loan, but it shall not be repaid if the recipient enters full-time Christian service within two (2) years after graduation. Those not entering full-time Christian service shall repay the loan so it can be used by another.

6. The recipients shall be active members of Petsworth Baptist Church. If no member requests it, it shall accrue to another year.

7. Receiving the scholarship one (1) year shall not necessarily mean that it will be received another year.

8. Everyone is encouraged to contribute to the fund. Bequests and memorial gifts are welcomed and/or a budgetary item may be added annually. The last Sunday of each May, undesignated offerings shall be applied to the Scholarship Fund

 


APPENDIX #10: POLICIES FOR SOFTBALL TEAMS

See Bylaws. Article 5 page 26.

STANDARDS AND RULES

1. The church may sponsor Petsworth Baptist Church adult and/or youth softball teams, meeting any of the league requirements that do not conflict with policies set or to be set by the church.

2 Players shall be placed on the roster one (1) week before a game.

3. Those playing on Petsworth teams shall be good representatives of the church and Christ. The leadership of the church and the coaches shall make the final determination.

4. Anyone who has a reputation for the use of alcohol or drugs, or who is divisively causing difficulty within the church, or whose moral character and language is not of good reputation, shall not play. Again, the leadership of the church and the elected coaches shall make the final determination.

5. Generally, players shall be active members or prospects of Petsworth’s Sunday School or church.

6. A list of scheduled practices and games shall be presented by the coaches to the pastor and church office. No practices or games shall conflict with regularly scheduled events on the official church calendar. The coaches shall consult the calendar and the church bulletin to avoid conflicts. If the league schedule cannot be changed to avoid conflict, the team must forfeit the game.

7. The objectives of our athletic events are: outreach for our church, building Christian character, and promoting good sportsmanship.

8. The player’s attire shall reflect a positive Christian character.

9. The coaches shall, in their best judgment, encourage the use of protective equipment and shall make recommendations to the church for the necessary equipment. All equipment shall remain the property of the church and be labeled for identification.

10. The church shall not be responsible for accidents or injuries beyond those covered by church insurance. A player shall agree to the same before accepting a place on the roster. Players and/or their parents, if minors, shall sign these policies and the coaches shall insure that these requirements are enforced.

APPENDIX #11: POLICIES FOR CHURCH VEHICLES

See Bylaws. Article 3, Section 25, page 23.

1. The church vehicle or vehicles shall be used only for church related purposes and events and shall not be loaned.

2. Adequate liability insurance shall be kept on church owned vehicles.

3. The upkeep and operational expenses shall be budgeted as a church expense item.

4. The Van Committee, nominated and elected by the church annually, shall be responsible for licenses, inspections, upkeep, and servicing each vehicle on an acceptable schedule.

5. Each ministry needs to have designated drivers who are experienced in operating oversized vehicles. The list of designated drivers will be posted in the office and submitted to the insurance company. Each ministry needs to pull from the list of designated drivers. Drivers shall be properly licensed and in compliance with the age limitation of the insurance policy. Each driver’s name shall be submitted to DMV for a license check.

6. Each driver shall check oil, fluid levels, tires, etc., prior to use.

7. The driver of the vehicle shall not return it with less than a half a tank of fuel.

8. Each group using a vehicle shall leave its interior free from trash and clean as found.

9. In the event a vehicle is desired by two groups at one time, the first one who has registered the request with the church office shall have first consideration. Any disagreement over its use shall be moderated and reconciled by the church administrator.

10. The van should not be used for a group of less than five (5) people.

11. When only one van is needed for any children’s or youth ministry, the older van should be used.

12. Any accident with the vehicle shall be promptly reported to the police, if required, to the Van Committee, and to the insurance carrier.

 


APPENDIX #12: POLICIES FOR THE MISSIONS COMMITTEE

See Bylaws Article 3, Section 17, page 21.

Petsworth Baptist Church is committed to fulfilling the Great Commission of Jesus Christ (Matthew 28:19-20) at the local, state, national, and international level. The following responsibilities of the Missions Committee may be used to lead us in that objective:

1. Promote an awareness of missions throughout the church year through speakers, events, videos, and literature.

2. Maintain a bulletin board with information about current missions activities and missionaries we support.

3. Provide ongoing information to the church body concerning the various missionaries we are supporting.

4. Promote and provide information about the activities of the International Mission Board (IMB) and the North American Mission Board (NAMB) of the Southern Baptist Convention.

5. Seek to cooperate with similar churches.

6. Organize and promote the annual Lottie Moon Christmas Offering, Annie Armstrong Easter Offering, State Missions Offering, and the Week of Prayer.

7. Recommend to the Finance Committee offering goals for special missions offerings such as Lottie Moon, Annie Armstrong, etc. Also provide recommendations for other budgeted missions giving such as the Cooperative Program, International Missions, etc.

8. Organize, promote, coordinate, and oversee both national and international mission trips. At least one volunteer missions opportunity each year should be made available to the church body.

9. Oversee all missions-related expenditures drawn against the designated fund titled "Other Petsworth Missions". The policies to be followed for mission trips and for use of the "Other Petsworth Missions" designated fund are as follows:

A. It is our belief that if God has called any person to go on a mission trip, He will supply the money. (Philippians 4:19). This process of watching God supply through the most unlikely ways is part of spiritually growing and trusting in God.

B. We also maintain that if God is calling a person to go on a trip then that person should understand the cost is his alone to bear. If the person who has been called has the money for the trip, he is expected to use the resources God has already provided for the trip. If the person has the money and is unwilling to use his own money, he may need to evaluate if God has truly called him to go. If a person has been called, but lacks sufficient funds and needs to raise support, then this is acceptable because God provides those who are givers.

C. Any Petsworth member, staff member, or organization desiring to go on a mission trip which requires financial support from the church or its members must meet the following minimum requirements:

1) Be at least 16 years of age, or a member of a mission team

2) Be an active member of Petsworth Baptist Church and the Sunday School

3) Be actively growing in his walk with the Lord

If he meets these qualifications, he then must submit a mission trip application to the Missions Committee. The Missions Committee will review and consider the request for its consistency with church mission goals. The committee will make recommendations as appropriate for any financial assistance by the request, whether the request is for financial assistance from individual church members or from the church.

D. When money is put into the "Other Petsworth Missions" line item for mission trips, this money may be designated for a certain trip, but the allocation of these funds for mission trips will be made by the Missions Committee. The amount of funds for each individual is determined and approved by the Missions Committee before funds may be disbursed. All expenses must be accounted for by receipts and/or per diem costs. Any remaining funds will be returned to the church and re-deposited into the "Other Petsworth Missions" line item. These funds may then be used for other mission trips on a "first come-first serve" basis on application to the Mission Committee.

E. Any additional expenses for passports, passport photos, immunizations, etc. are to be paid by the individual(s) going on the mission trip and not taken from the "Other Petsworth Missions" fund.

F. Use of the "Other Petsworth Missions" line item for mission-related needs other than mission trips may be allowed, but is secondary to those trips. Requests for such purposes may be made by applying directly to the Missions Committee. However, many needs may be better met by the Benevolence Fund, Sunday School Class contributions or individual contributions. The purpose of missions is to spread the Word of God to others (Romans 10:14-15). If the need helps to spread the Word of God in accordance with the values of our church, only then will it be considered.

G. All mission trips, mission-related needs, and participants pertaining to this policy must be approved by the church.

 


APPENDIX #13: MUSIC POLICY FOR WORSHIP SERVICES

See Bylaws Article 3, Section 18, page 21.

Petsworth Baptist Church's Mission is "to glorify God, instruct and edify believers, and provide a place of service and fellowship". We acknowledge "that music has a secret and almost incredible power to move hearts". Recognizing the importance of music in the worship services, our church bylaws has charged the music ministry personnel/music committee to "oversee the music ministry of the church" and to "promote worship through music, musical growth and education, and to approve selections of music presented during worship services by individuals and groups" (Bylaws Article 2, Section 10, page 17 and Article 3, Section 18, page 21). The "worship services" are defined in the bylaws (Article 6, Section 1, page 26) as: "The church shall meet regularly each Sunday morning for worship, preaching, instruction and evangelism". Therefore, the policies established below shall be with regard to music styles and selections used during the regular Sunday morning worship services. Above all, our bylaws designate the pastor as being ultimately in charge of all regular and special services (VII Section 2, page 29).

 

It should be the common desire of all worshippers that whatever music style is used that God is glorified and pleased with everything done in the services and that the music should prepare the hearts for the preaching of the Word. The policies below are not meant to stir up controversy or legalism but are respectfully and lovingly intended to convey to the membership what are "acceptable" music styles for the worship services. Rather than elaborating on a lengthy discourse of "what is worship", for the purpose of this policy suffice it to say that worship is simply giving honor, reverence, and praise to God.

For many years our church has used a "blended" music style for worship services, i.e., hymns, traditional songs, and contemporary music. Experience has proven this format to suit the majority of worshippers to this day and it is expected that this will continue to be the acceptable worship music style for years to come. It is our goal and heartfelt desire to seek to please God in our worship music and not to offend any individual in our choices of music (I Corinthians 10: 31-33 and 8:9-13).

 

Traditional music needs little discussion of definition in that most everyone accepts that generally songs from the hymnal represent "traditional" music. Contemporary music, on the other hand, contains a wide variation of music styles and lyrics. The following varieties of music are considered acceptable for corporate worship on Sunday mornings:

· Praise and worship choruses and hymns with biblically sound lyrics and beautiful melodies

· Accompaniment tapes/CD's which do not overly emphasize the beat

· Musicians playing their instruments in a reverent, non-worldly manner.

· The use of drums and amplified instruments may require that they be "muted" so that they provide a "balanced", non-overpowering sound.

 

Contemporary music should not normally mimic secular music simply because that is "what people listen to on the radio every day" and it should not be considered offensive to other Christian worshippers. We do not adhere to the belief that any music style is acceptable in our worship services as long as the lyrics are biblically sound. We do realize that surely God accepts us as we are when we come to Him for salvation, but He does not expect us to stay as we are and we should expect lifestyle changes, including our musical tastes. Our worship music style and selections should be, like our daily walk, to abstain from every form of evil.

 

Our church does not expect nor plan to make any significant changes to the music styles and worship format currently being used on a weekly basis. We have no plans for, or desire to begin, a "contemporary" service simply to emphasize and utilize contemporary music instead of traditional music. However, we do not profess to know what God may have in store for us in the future (other than eternal life in heaven with our Lord) and we acknowledge that we must all be open and receptive to changes, with unity of heart and mind in Christ.

 


APPENDIX #14: POLICY FOR ACTIVATING THE PRAYER CHAIN

See Bylaws Article 2, Section 9, page 17: Coordinators - Prayer Chain.

The purpose of the Prayer Chain ministry is to summon the maximum number of God's people in the fellowship to pray for a specific, urgent need with minimum startup and response time. The Prayer Chain may also be activated for emergency announcements such as cancellation of a church service due to inclement weather or for information where a church-wide response is needed quickly.

 

Requests to activate the Prayer Chain shall be made to the church office, to the coordinator, to the deacons' chairman, or to the pastor, in that order. If the request is determined to be consistent with this policy then the Prayer Chain will be activated as soon as possible.

 

Prayer Chain requests should be for the Petsworth fellowship and their immediate families. Other prayer requests, such as community special needs, shall be first approved by the pastor or the deacon chairman. There should generally be a sense of urgency or need for medical attention associated with the request. Examples of requests are:

· Serious or life-threatening illness or injury requiring immediate or urgent medical attention and/or hospitalization

· Sudden or unexpected loss of life

· Missing person

 

Examples of requests that are not consistent with this policy are:

· Illness or injury where medical attention has already been rendered and is not life-threatening

· Minor illness or injury, a recurring medical condition, etc.

· Simple out-patient or day surgery, procedures, such as heart catheterization, colonoscopy, etc.

 

Prayer Chain requests that are not consistent with this policy shall be placed on the Prayer & Praise List for distribution the following Sunday or Wednesday (whichever is earlier). Also, if requested by the caller, the prayer need will be forward to the church staff and deacons as soon as possible.

 

Prayer Chain captains should notify the church office or Prayer Chain Coordinator if they plan to be away from home for more than a day.

 

Prayer Chain Team leaders who have a captain on their list should make every effort to talk with them and not resort to just leaving a voice-mail message. If the captain cannot be reached, then the team leader should call those people on that captain's list.


APPENDIX #15: POLICY FOR ABSENTEE VOTING

See Bylaws Article 1, Section 1, page 12.

Any member in good standing who desires to vote by absentee ballot shall follow the process below:

1. Obtain an absentee ballot at the church office.

2. Mark their ballot while in the church office. Their privacy shall be assured by the church staff.

3. Place their marked ballot in the small envelope provided and seal it.

4. Place the sealed envelope containing the marked ballot into the large envelope provided.

5. Write their name on the outside of the large envelope and seal it.

6. Give the large envelope to the church secretary or staff member.

7. The church secretary (or staff member) will:

a. Maintain a list of those members voting by absentee ballot.

b. Store the named envelopes and list of names in the church safe.

c. Take the envelopes and list of names to the business meeting and give to the moderator.

8. The moderator will confirm that the envelopes provided match the list of names. He, or his designee, will empty the contents of the named envelopes.

9. The moderator will designate a separate person to open the small, unnamed envelopes and count the ballots. When this is to be done, either before or after the business meeting, will be at the discretion of the moderator.

10. The confidentiality of the voter shall be maintained by all persons involved in the process.
